I'd like someone to actually put forth a legal opinion on this one, because we're bantering it back and forth in the
main discussion as well, and there's no clear resolution. My personal opinion is that you're right, they've put this in place as the groundwork to make it increasingly difficult to do porn biz in the US without being compliant, whether or not there are any sturdy sanctions they can directly apply to you, as a non-us producer, at the moment.
