if he doesn't have a nice car, get him one.... i don't mean like fully buy the entire thing... but maybe put a downpayment on one and let him make the payments
edit: sorry i'm in canada and legal drinking age is 19 here... i forgot its 21 in the states.. i change my suggestion to a bumper car then...
