Is it your job to police the internet? It's certainly not mine. The site that hosts the beast content in question is out of a country where it's legal, and all the bitching in the universe isn't going to get them arrested.
As for sleazy's site he wasn't hosting it and wasn't even hosting the banner. Linking to it is not a crime. If he were producing and hosting it and distributing it he would be risking an arrest, BY COPS, not by you.
