that's what they talk about in the comments section---i do not see it articulated in the law---someone can correct me if they see it in the actual reg.
lot's of grey areas here. they say that's what they want, but give no information about it in the reg---no person to call, no mechanism for notice (certified mail, website address, etc).
to be safe i am going to comply with the regs,
and what they say they want in the comments.
thank goodness i am mostly softcore and exempt.
