Of course it make it difficult if it is people you know, friends and family, but it still make them criminal.
Now put that to the test. Your younger brother (let's say for arguments sake you have one), steals a pack of pens for college. He could go to jail for a short time, if punished to the full extent of the law, but if you don't tell on him, and you get found out, you get put into jail for way longer, up to 20 years. Does that sound fair or right to you?
