That's not revealing at all. Most of my friends wear bra tops or even bikini type tops with just a string in the back when going out; that's considered normal here. She is just dressed casual. And her skirt is not even short, I used to wear skirts even shorter than that to the office (when I used to work in one), her lentgh would be considered just business casual.

Some of my best friends dress 10x more sluttier so bad that when they walk on the street they actually get mistaken for streetwalkers! lol

Plus she is not showing a lot of stomach either, people I know basically wear bra tops when they go out; almost like a bikini.
