not very safe at all man, but decent enough for tourist locations (rio,etc). just dont wander too far on your own.
ie - gangs tend to get their way, in fact at least 3 times in that I remember personally from the news gangs literally walked right into army/military bases to seize anything and everything they wanted. not much enforcement or legitimacy there, although that's what happens with corrupt leaders.
