we are all reading the articles running around. what about new webmasters or those who are on vacation now who dont have a chance to sign up with FSC.. are they just shit out of luck and open to the DOJ?

and what if they sign up for FSC in july or august - when I am reading it.. apparently it doesnt matter.. they are still open to the DOJ
