Kill the spirit that fuels new recruits. Their world is shit currently, and most are just brainwashed young via audio tapes since they really can not even read. So really hate to use a cliche term but kill it with kindness. Prop up their countries with actual aid, education, and capitalism. Then also check policy on supporting certain countries in that region that are still as evil as crap.
