The USA did not START two wars, Al-Qaeda harbored by the Taliban regime who controlled Afghanistan attacked us on September 11 2001 which started the war on terror, as far as the Iraq war it is an extension to the 1991 campaign because the resolutions Iraq violated(and finding WMD or not was not the issue the issue was that Saddam was not complying with resolutions that said he could not pursue WMD programs and there is documented proof he was with long range missles).
