Cebu vs Rio
I live in Rio as permanent resident of Brazil.
I spent about 2 years in the Philippines, mainly Cebu
The topic is too complex, maybe we can talk on the phone. Not sure if you can send me a private message, I rarely come here to this board
Some ideas:
Philippines
++ cheap
++ low crime
++ love Americans
Cebu is a very nice city, the beaches are at Mactan Island, right next to Cebu (search for Lapu Lapu)
Brazil
Rio is quite dangerous, though with some street smarts it can be navigated reasonably
Police is a disturbance. Did you read about the arrest of the Porn movie crew? and the arrest of the guys with the sex webcam girls? Of course, in the Philippines this also leads to arrest, but in the Philippines all porn is illegal while in Brazil they harrass you even without clear legal problems.

--- much more expensive then the Philippines. But if you are well off, a few thousand $$ get you far here.
Consider other cities in Brazil. Fortaleza. Natal. Curitiba is a good city but no beach and colder climate. Maybe Florianopolis. Much safer, much cheaper then Rio.
Fortaleza would probably be first choce. Natal second, if you want a laid back provincial smaller city
