To who? The crack dealers can steal it free just as easily as they can. I see people saying they can store the stuff for when the power comes back on, etc... but WHERE ARE THEY GONNA STORE IT IF THEIR HOUSES ARE UNDERWATER?? Maybe they'll just carry it around with them until the water goes down.
