If you do more mbps / server the price comes down.
Think about it, if a great server like a Dual Xeon, Gig of RAM, SCSI drive costs under 2,000$ then getting 2 mbps with that kind of server the majority of the cost is going to pay for the hardware and margins are small.
As you increase the volume of bandwidth then a better price can be given on both hardware and megabits.
So yeah if you get an expensive server with little bandwidth you can rest assured it wont go down if you go with a great host, and if you start to ramp up traffic your rates will go down as well.
