Have you seen the guy who runs FEMA, Michael D. Brown? He is totally inept at what he is doing. FEMA doesn't have a clue. So how did this guy get into such a high position that he is clearly not capable of handling? Here's some history.
FEMA used to be run by an individual named James Lee Witt. He was very experienced in disaster relief among other things. George Bush went ahead and replaced Witt with an old political friend of his from Texas, Joe Allbaugh. Joe had no qualifications to be in this position.
Well the Iraq war begins and Allbaugh goes on to cash in on the large contracts being offered in Iraq with his new company New Bridge Strategies(odd coincidence that someone close to Bush would make money on the Iraq war, hmmmm). So Allbaugh chooses Michael Brown to replace him as head of FEMA. Michael Brown was a college buddy of Allbaugh.
So what kind of qualifications does Michael Allbaugh have? Here is a quote from FEMAs site:

Doesn't quite seem like the qualification I want from someone who is responsible for what he is. But hey, that's how the good ole boy network works in Washington. So when you sit and ask how our government gets filled with people that are inept, this is why. People who are qualified for a position like this are looked over for "college buddies".
