The day before Katrina hit, there were very few escape routes open.

Those with cars had a hard time getting out due to the traffic jams.
Tourists and business people could not leave because there were no rental cars left.
Tourists and business people were stuck at the airport due to canceled flights.
Many poor people did not have cars.

Heck, if 500 buses were at the Superdome before Katrina hit, that would not even be enough to evacuate the entire city

I do agree that a lot of people were stupid for staying... but I also think that a lot of people did not have the means to leave.
