Well here is what they ended up passing.. some of this is a riot..
The new rules:

? Allow dancers to grind their anus, genitals and pubic area against a customer's leg, as long as they do not come in contact with the customer's feet.

? Allow dancers to touch customers' buttocks.

? Prohibit any contact between a female dancer's breasts and any part of a customer's body.

? Ban the practice of customers placing bills in dancers' G-strings.

? Allow dancers to simulate sex acts such as intercourse, masturbation and oral sex.

? Prohibit dancers from simulating bestiality or sadomasochistic abuse.

? Require that private dances in "VIP" areas be directly visible or visible via electronic monitoring should police officers visit the club.

? Prohibit clubs that serve alcohol from employing anyone under 21 years old.

And no.. cheetahs is NOT effected
