Some of you may already know about this technique, this is for those that don't.
A simple way to increase page rank without cheating in any way.
A number of opensource scripts use themes. Themes are simply templates that change the look of the script very quickly.
Here's what you do. Pick an opensource script that is popular, and has a large userbase. Wordpress is what I experimented with.
Look at how themes are created for the script you choose. Look at existing themes for ideas. DON'T modify an existing one, this will be noticed very quickly, and will cause you problems, make your own. The design should be simple, and clean. You are trying to appeal to a large group of people, the cleaner it is the more people will download it, and use it.
Try to include all files such as header logo psd, fonts etc.
After the initial design is done, place a link at the bottom of the template (usually a footer.php file)
You'll want to place your link next to the standard "Powered by" tag. This should link to the site you want to build PR for. This should not be an adult site (I recommend creating a blog, and making it the "hub site")
Make an entry on this site's blog for the file with a link to download it.
Once you have your theme designed, and your link placed look for sites to submit it to. Typically the creators of the script will have a collection of themes, and links to theme sites.
Submit to every one you can find.
Just submiting your theme should help with pr as a lot of theme sites have very high pr, and they automatically link to you if the theme is approved.
I got 500+ links back to my site (from as high as a pr7) this happened within a few days, and is still growing.
Don't stop at one theme.
Make variations in colors etc, and resubmit using a different name.
OK so now you have a lot of links, now what?
Start posting some entries to your "hub site's" blog. Write articles with links to push traffic to whatever you want.
pr doesn't update very frequently but one is due soon, so you'll want to get started on this right away. Otherwise you may have to wait upto 3 months till the next pr update.

The coder is finishing some last minute stuff. Even though it's based on a custom script he coded for me two years ago that's totally solid, we ran into some problems here, and there with some UI stuff.
