I'll give you my explaination hopefully you will understand.

Those countries do not have reciprocal laws when it comes to trying to prosecute fraud. Therefore much of the fraud that companies endure come from those countries.

When a business of any size has to eat fraud and has no recourse on prosecuting the perpetrators of the fraud then it means :

lower payouts to affiliates
less content for thier customers
higher prices for thier customers
less quality due to high fraud charge backs

Until those countries sign agreements to allow for prosecution of the perpetrators this is the way it will be. I am sure there are many good decent people from those countries. However that has not been proven to much because of the amount of fraud that originates in those countries.

There are many european programs you can promote that will allow webmasters from your country I suggest you try them.
