I just installed phpBB on a site I'm developing and it is fantastic!

There's dozens of cool mods, add-ons, templates, and hacks for it. Huge community of users and plenty of help. Requires PHP and mySQL. Easy installation and very powerful.

I haven't installed or seen the admin for VBulletin, so I don't want to compare it, but on the outside, it looks like it can do whatever VBulletin can do.
