If its about file transfers then fine hit the people sharing them.
If they are pedo's in reality again bust them for that.
If its because of their story material, which if there is indeed a hell may they go there when they die. Though writing such material no matter how disturbed is not and should not be illegal. Our right to free speach is to protect material that everyone else finds fucking discusting and or nobody wants to hear.
