You can do very basic cascading by simply pointing the denial URL of processor A at the form URL of processor B. You don't need to do fancy things to do the basics.
NATS is an entire affiliate program software allowing you to run a fully featured program. It's not just about "cascading". Affiliate software being called cascading software is due to another product highlighting it as their main feature back when they started.
