Well looks like the place where you took out the money first placed a pending charge and then deducted the amount.
It happens to me too when I use it at one specific place.
Look in your account one of the transactions is probably a pending charge. This will be dropped within 30 days and your account will have the amount credited.
But you might want to contact ePassporte on how to get them to drop the pending charge. It sucks having a negative balance of $700+.
If this is the case its not ePassportes fault but the place where you withdrew money's fault.
