It will never happen, because then the govt would have to admit they lost the war on drugs.
I personally think it should all be made legal. Then it would open up a huge new tax income for the govt and then they could concentrate on giving people access to free rehab, instead of concentrating on arresting abusers. The cops could then do real police work instead of busting guys for a bag, that are back on the street before the cop is done with the paperwork.
