That's an ignorant and stupid comment to make - esp. from a fellow Canadian who enjoys government-sponsored health benefits.
I have no idea what circumstances led to her not having insurance, but I would not be making an insulting comment toward someone in her situation right now.

you could have said:
I'm sorry she got hurt.
I'm sorry she didn't have medical insurance.
...
