write a press release & submit it to all the webmasters resources sites.
Put up a resources section on your affilliate prgram site & submit your affiliate program site to all the webmasters resources sites & they will add you.
Buy a high GFY posters sig for a month.. most will do it for around twenty bucks, but make sure it's someone who makes alot of posts
Rent a troll
you should have affiliate program site in your own sig, not the sites intended for surfers.
that should get things picking up a bit.
Offer webmaster referals, this will get other webmasters to refer more.
