As a content provider, I am usually all over people who even *might* be guilty of copyright theft. However, what this guy is doing is a clear case of fair use. He is reapplying the image, modifying it beyond confusion, and using it with a very different focus. This would be safe under various fair use protections... the simplest would probably be "parody" but others apply better. He's probably in the clear using AP content in this way.
