No not even close. Some of my favorite movies of all time are Ikiru, Shawshank Redemption, Citizen Kane, amongst many other either lower budget films or 'minimalist special effects' films. Notables I haven't seen yet this year are "The Constant Gardener," "Capote," and "Munich."
