The idea that the American goverment "caused" the terrorist acts on 9/11 is absurd; and it's absurd whether you think they hired guys to get in the planes and do it, or whether our foreign policy is some kind of excuse for it.
Now ... did Bush back off on terrorism as a priority of his administration until the events of 9/11? Was the Reverent Attorney General getting ready to set a different set of priorities? He rejected an FBI request for antiterrorism funding in the days just before the attack. That wouldn't have mattered about this attack, but it kind of shows where his head was at.
