There are lots of great ideas for solutions, but you see, being in a brutally cutthroat business like this is fraught with peril concerning any solution.
PROPOSED SOLUTION:
Sponsors get together and decide to eliminate crap tgp traffic by killing the accounts as they are discovered.
SOLUTIONS PROBLEM:
Someone will always be starving for that extra push of traffic and someone will always be there to supply it, so there can never be 100% compliance.
PROPOSED SOLUTION:
Raise bandwich prices to a level that tgp's can no longer afford thereby forcing them out.
SOLUTIONS PROBLEM:
Bandwich goes up for everyone, increasing the cost of of doing business while simultaneously losing the tgp traffic. The herd will be thinned and people will shut down. Not just tgp's. Hosts will lose money and clients, which in turn decreases their cash flow as well. Everyone struggles.
PROPOSED SOLUTION:
The TGP owners get together to create some sort of unified solution such as offering less free content or less hardcore to the surfers in order to drive them to buy.
SOLUTIONS PROBLEM:
There can never be full compliance with this because someone will always give away just a little bit more in order to gain an edge on their competitors. This was actually tried with TGP2 and a year later, is there a difference? Was there even a ripple in the water?
For every solution there is a showstopping problem with it because that is the nature of the industry. We're great people... we all get along for the most part.... but business is business and we cut each other throats daily with this shit. And as long as it CAN be done... it WILL be done.
