10 Mbps unlimited means you can transfer at that speed 10 Mega (million) bits per second, minus TCP overhead, etc it comes out to 7-8 Mbps, but if it's on a 10 Mbps port it can never go over that speed.
1500 GB per month on a 100 Mbps port will seem much faster as it can burst up to 100 Mbps, but you don't want to go over about 4.5 Mbps average for the month or you will pay overage fees since it will be more than 1500 GB transfered.
See if you can get 10 Mbps on a 100 Mbps or Gigabit port, then it can burst to higher speeds.
