I think it depends what they are doing. If its like a sears catalog and they are just pics of girls in clothes, that's fine.

If it's a 16 year old who is posing in some erotic position, even if she's dressed like a bee-keeper, then I think it's questionable and borderline. She could be fully clothed and sucking some one off and I think that's gone too far. She could be making out with another 16 year old and still fully clothed and it would be questionable.

This is an area which is too borderline I find and for that reason I wouldn't touch it.

Let someone with huge bills that can afford a lawsuit set the standard.
