I have 2 large non nude networks featuring dance club and club resort pictures from Cyprus Spain and the UK - both have a huge bookmark following.
Stay at 16 and above without any provocative nudity whatsoever and you will have no problems.
I can't see any reason why anyone would want to display early and pre-teen models other than to attract the peds.
