Paniced webmasters with little time to get into compliance are far more likely to bend over and take it than those that have the time to think things though. Time is the issue here. Time which could have been used to set up merchant accounts. Time to switch to other 3rd party billing systems. Time to figure out new payment schemes.

All of them knew this was coming many months ago, yet they kept it under wraps. Why? To rob people, as much as they possibly could, of the ability to fully consider their options.

This reeks of an artificial crisis created by 3 companies intent upon using these new rules against their webmasters to jack up their bottom lines.
