I don't have difficulty believing the theory.
It is clearly the Mexico's goal to populate the SW to eventually control it. I believe their plan is to increase the Mexican population so much that they can successfully elect pro-Mexico anti-US politicians to help their Aztlan cause.
It'll be all downhill from there. The SW will start to break down and become more and more like Mexico. Then these people will migrate even further into the US for, you guessed it, a better life.
That's when the country snaps and civil war breaks out.
