Not likely. Good idea though!
It would have to be a well thought out, spaced out plan, and if they are big enough, they will get back into action without a sweat. Visa regs or no visa regs. Money talks.
Visa will just say, ok, do this, fill out this form, pay a HUGE fine, and Listo back in business.
And eventually that would come back to the employees and then the competition.
