PayPal's Response to the Visa Issue & Non-US Webmasters

Just got this reply from PayPal.

"Dear Jakk,

Thank you for contacting PayPal.

The only transactions that Visa may be affected are gaming.

Your credit card cannot be used to fund payments sent to a gaming merchant.
You can fund payments to a gaming merchant with your PayPal account balance or a confirmed U.S. bank account.

Please note:

- International members can add a U.S. bank account to their PayPal Account.

- The branch of the U.S. bank where your account was opened must be located within the United States in order for Electronic Transfers to be successful through our system.

To add and confirm a U.S. bank account log into your PayPal Account, click the profile tab, click the bank account link in the "Financial Information" column, click on the "Add a U.S. bank account" link and follow the directions.

So it looks like if you want to do business with PayPal, you're going to have to open a bank account in the States. I have no idea how easy/hard that will be seeing as I'm not a US citizen but I bet my left nut it ain't gonna be easy.
