I don't think you read the reply properly...
You can't use your Visa in combination with PayPal to fund online gaming (read: internet casino) transactions.
If you want to use PayPal to pay for online gaming transactions, the funds have to come either from your PayPal balance, or from a bank account. And it can only come from a US bank account.
