Tech Suggestions for free/cheap vid editing software for an intern?

    Hiya all,
I have a part time employee that handles all of our tube uploads and meta text, and she would like to take a stab at editing the actual tube clip footage. That would be great, and get it off the back of my in-house video editing team, but I am reluctant to drop a large licensing fee for Adobe Premier for her use if she ends up not being good at it.
Suggestions for basic free or cheap video editing software for PC? I have been on Mac since 1999 and this is out of my realm.

All she really needs is the ability to do razor blade timeline editing, and add bumpers and calls to action at the end, as well as some sort of music track. Render and export to h.264/mp4 of course.

    Suggestions?

Can't you just subscribe to Adobe Creative Cloud?
A monthly fee will get you the programs and you can pay month to month.

Sony Vegas to learn the basics and see how video editing sits with her and if it's something she will spend more time and effort I'd suggest buying adobe CC sub.
