A suicide bomber does what he does not because he cannot afford a tank or weapon of equal cost, he does what he does because because he wants to inflict as much damage as possible in the most horrific way possible.

a drone attack or tank is used because it is the most efficient way to kill someone, and typically with as little collateral damage is possible.

It would be evil if we used nuclear weapons to expedite the problem by wiping everyone out in the area, or perhaps numerous daisy cutters. That sir, would be the same as a suicide bomber.
