Where is the line drawn in regards to the legality of "escorts"?

You can pay to have someone keep your lonely ass company, and 'escort' you to events or what not, but once you offer them cash for a handjob it's illegal? However, it seems to be that the assumption of sex is implied, much like the Korean massage parlor?

i run xxxaus.com and its ok for me to do that because i do not send the girls out to work my site is for reference only
