I know nothing about the affiliate systems. 
I do not want anything subscription based, just something I can outright purchase or get for free and have the programmer add things to it, as needed. My programmers are off today, and I have been tasked with coming up with a few options for them to look at. Your help is appreciated. 
Preferred functions:
Performance Affiliates (Group) preferred by not required
Affiliates will be moved to the Affiliate's group automatically based on the values we set.
Tier Commission Settings
Set several tier commissions.
Email To Affiliates
Be able to email the Affiliates based on the # of Sales/Alerts/Banner Clicks/True Clicks/Text Clicks/Impressions/Commission and which group they fall under such as Affiliate Group/Active/Inactive/Suspended affiliates.
Cookie-Expire Days for Individual Affiliate
Set cookie expire days for each affiliate individually or same for all.
Configurable Emails to Affiliate
Configure what email will be sent to the affiliate during various actions like approve affiliate/Order.
WSWYG Editors - preferred
To email/message the affiliates.
Follow Up
Setting on email/messages.
Banners/TextLinks/HTML Ads/Promotions
Manage various options like image/flash banners,textlinks,HTML code, and promotions for affiliates marketing campaign.
Create Manager(s)
Create several managers to work the affiliate program each with different permission settings. Should still be able to do basic tasks such as contacting affiliates or approving pending orders.
Approve/Deny Affiliates
Manually or Automatically approve affiliates on a daily tasks displayed on the Dashboard.
Fraud Detection
View the actual Geolocation of the signing Affiliates compared with the submitted information.
Set a Different Commission (% or fixed amount) for each product/service.
Each Affiliate group having their own commission settings.
Create Groups
Arrange the affiliates in groups. ie: Top 10 Affiliates, Inactive Affiliates
Payments
Set an Overall or Individual minimum payout limit. Set payment schedule by day, week or month and generate the payment report.
Import/Export
XLS, CSV, XML, PDF, RTF formats for easy uploading/downloading affiliate lists, SKU.
Marketing Tools
Upload/manage Banners, Datafeeds, links?
Search
Affiliates (by name, email, or ID), Campaigns, Clicks, Sales, Transactions, Payments in real time or by date(s)
