Depends how the word is used, if used in anger its a curse word. just saying it is a cuss word. That's my understanding of the difference.

Cursing is in fact putting a curse on someone (or something) or at least that's what it originates from. Religious profanity if you will. "To hell with it" or "God damn you" etc. As Sober said, "cuss" is just an American version of the word.
