This is cooking the books to prop up a corrupted government. Soon they will be encouraging people in the US to breathe more so we can elevate CO2 production for export and add that as well. With a 6% variance between gdp and debt, good fucking luck.

There must be some benefit to us gov for not doing more about piracy. Not sure what it could be but...

Both and a nice dose of politics keeps them from doing anything. My guess is the people who own congress are profiting from piracy.

It is just a recapture of development costs and R&D amortization capitalized values for depreciation.

Who knows if they were counting that or how they were. Obviously, the current year expenditures are part of the GDP ... Maybe, they were being differed over the deprecation schedule (15 yrs?)
