I had a similar problem, I couldnt load the home page, or any sub pages on the main site but the admin.ccbill... portal worked ok, join forms were intermittent. I spent ages on live chat only to be blown off and dismissed that it must be a local problem to me - I believe it was a routing problem with ISPs in Thailand as when I VPN'd via the UK or US everything was fine - but I tried it on 2 ISPs in thailand, different machines and so on, and they all showed the same problem. I was having no problems with any other sites, only ccbill but they could not / would not attempt any kind of route find and fix.

So... it may be geo-located to your isp. Not sure why this seems to happen with ccbills site, its not the first time i've experienced this when im outside the UK.

This is not a major problem for us, but what if customers are not able to load the join form, we'd never register a form hit, and never even know there was a problem... That particular week I had 3 customers email me for alternative payment options as the forms wouldn't load, again, ccbill were unable to help without asking the customer all sorts of tech questions which they simply could not answer. frustrating.
