its up to you,

keep watch on declines and decline reasons of your primary processor.
if decline >= 1 {
add cascade;
} else {
add cascade;
}
bottom line is cascade improves sales.

now the question is whom to set first, the one which offers less scrubbing. but this will also attract frauds.
