amvcdotcom: Unless you are buying links from people who just build a pile of sites to quickly sell links on and forget them, you will be likely be buying from established sites where links are just one part of multiple types of advertising available (hardlinks, navlinks, contextual links, banners plus text, advertorials, etc). This is generally sold on a daily, weekly, monthly or annual basis. It's up to you to determine who you would like to associate your site(s) with and then up to you to decide if you'd like to continue.
While there are likely some exceptions, it would be naive to think established sites and businesses would sell dedicated advertising to someone on a permanent basis when said site only has a finite amount of ad space available. To that end, you should be prepared to pay renewal fees for properly run business sites that do more than whip out site after site to sell permanently placed links. Due diligence is always a good thing and most reputable companies would assist you, provide you with invoices/receipts, etc. as needed. These are businesses, treated like businesses, and is the reason they are still in business year after year. Good luck with whomever you decide to work with.

the bulk backlinks will add inlinks and increase the domain authority without linking out to anyone. NOW your site is attractive to the bigger websites. You now have tons of inlinks and no outlinks, I am sure they would love a link on your website.

amvcdotcom: You should also do your own research on each of the sites that you buy hardlinks on, and check their own backlinking profile, having a link on a site that has only a few sites linking to it, won't do you much good.
