PR updates constantly, "toolbar pr" has updated every 3-4 months for the past 2 years or so (excluding 2013). In previous years there have been periods of 6 months or longer without any update.

Work on selling to the traffic that you're already getting without being spammy/pushy instead of worrying about Google's bs.
