there was a website in past that listed sponsors who don't pay out. I lost the URL and I can't find it on Google. Advice would be appreciated, thanks.

there is a few floating around, but it might be best just specifically searching for programs you'd like to promote to get an idea of the reputation?

Yes, i usually do that "program name" + shaving + etc...
But I liked that website cause some people acuse programs and don''t even care to realize a wire / check can take to process. People get hot-blooded on boards
