I am looking to create a mobile app. Does anyone have any education links they care share as well as off shore programming teams? Recommendations?

I was with http://phonegap.com/ after 3 hours of reading tutorials, but have problem that only can use static HTML page, but need to be content load dynamically from PHP pages, and that can't learn for 3 hours, need much more time that I don't have this days.

I've done a bunch of them. Are you looking to learn Objective C and Java? It's got a steep learning curve, even if you're already proficient in object-oriented principles. The Apple tools, especially, aren't very intuitive if you're unfamiliar with Xcode, etc.
