How much should I expect to pay a freelance video editor?

If I were to hire a video editor to edit content, what's the typical amount that I should expect to pay? Do freelance video editors usually charge on a per job basis or hourly? Also what skills would be sufficient for editing adult vids? I'm assuming all they'd really need to be proficient in is adobe cs and maybe adobe after effects, right?

Depends on how fancy. Cutting out the crap, blending it together, color correcting, rendering it, including a sample & uploading via Dropbox or to your sever, you can expect to pay between 25-200 bucks a vid. I'd seriously expect a great job for 50 bucks a vid. That's if the director knows wtf he's doing & doesn't capture erroneous & superfluous footage. At $100+ a vid, the guy better have Pixar on his résumé.
